Emissions is an engineering mandate, safety is a sales pitch. Ultimately, profitability is the manufacturer's number one concern. Designing and then building a shitty engine that pisses off everyone sure won't help that.
I agree with this. I don't think the DISI is a shitty engine - quite the opposite. When I spoke of the round-about percentages I spoke of engines that blew from what I have seen and that in itself is quite a limited number. Surely it's hard to hold a company accountable when the product is no longer within spec.
Emissions is the end-all game to engine design these days. The requirements are strengthened every 2-3 years and if you can't meet them, you can't sell. It is very expensive to certify an engine and this is why world engines are more and more common - to decrease development costs.
