Default Controlling boost spike?

Just wondering when boost spike needs to be controlled before the ecu starts cutting fuel. I've been spiking between 19 and 20 and haven't seen fuel/boost cut yet. But i also have yet to install my race pipe and 3.25 tmic, and from what i understand that will raise the boost more. What do i need to do at that point map clamp? is there any other way to control spiking and the ecu from fighting it? Do i need to do anything? I tried to look up map clamps but really don't want to mess up like phillyb ( no offense) anybody got good instructions
